Captive Insurance Expert Richard Marshall Joins Tenant Property Protection Board of Directors

Marshall, with more than 30 years’ experience in captive insurance, will use his expertise to help guide TPP in its future plans and impending growth.

PEORIA, Arizona – August 29, 2017 – Richard Marshall, a 30-year professional in the captive insurance industry, has joined the Tenant Property Protection (TPP) Board of Directors. TPP partners with self-storage owners/operators and managers nationwide to provide protection of tenant goods.

Marshall currently works as a consultant to businesses and professionals. He assists them in developing successful strategies in forming captive insurance companies and risk retention groups. Captive insurance is an alternative to self-insurance in which a parent group or groups create a licensed insurance company to provide coverage for itself.

“Dick’s expertise in captive insurance, risk management, and regulatory processes will be invaluable to have on our board,” said TPP Principle Owner/Chairman Harry Sleighel.

Marshall joins Troy Bix, a 30-year veteran of the self-storage industry and founder of Inside Self-Storage, who also was recently appointed to the TPP board.

Up until 2014, Marshall was chairman of R&Q Quest Management Services USA, based in Scottsdale, Arizona — a company he helped create. The company also has offices in New York, Burlington and Philadelphia. R&Q provides an array of captive and insurance management services on a bundled and unbundled basis.

“Harry has a rock-solid, proven business that offers self-storage owners operators a much-needed service,” said Marshall. “I’m happy to provide whatever support I can to make TPP successful and help it grow into the market leader as protection plans continue to replace tenant insurance.”

Prior to R&Q, Marshall was the first captive insurance administrator for the Arizona Department of Insurance, responsible for setting up the state’s Captive Insurance Division. While there, he was tasked with attracting and overseeing financially sound captive insurance companies under legislation that went into effect July 2002.

Marshall was the 2013 Crystal Cactus Award recipient, given by the Arizona Captive Insurance Association. He has a Bachelor of Arts in history and philosophy from St. Anselm.
